The first mixer circuit convert the received RF signal to a fixed frequency of the first IF signal with a PLL output frequency. By changing the PLL frequency only the desired frequency will pass through the band pass filter at the next stage of the first mixer.

The second mixer circuit convert the first IF signal to a 2^nd IF signal.
